Selon l\u2019Organisation de coop\u00e9ration et de d\u00e9veloppement \u00e9conomiques (OCDE), le taux de ch\u00f4mage devrait atteindre 9,8 % en 2010. Dans ce contexte de r\u00e9cession mondiale, la faiblesse du r\u00e9gime canadien d\u2019assurance-emploi (a.-e.) est devenue une criante omission de politique f\u00e9d\u00e9rale.<br \/>\nLars Osberg, du Centre canadien de politiques alternatives, a men\u00e9 une \u00e9tude sur cette question pr\u00e9cise. Dans son \u00e9tude, il examine les mesures de protection du revenu en place pour les sans-emploi, \u00e0 l\u2019\u00e9chelle f\u00e9d\u00e9rale et ailleurs, et recommande fortement que l\u2019a.-e. fasse l\u2019objet d\u2019une r\u00e9forme.<br \/>\nL\u2019assurance-emploi (anciennement l\u2019assurance-ch\u00f4mage) est le principal programme mis en place par le gouvernement du Canada pour compenser les difficult\u00e9s financi\u00e8res des familles canadiennes subissant une perte d\u2019emploi. Au Canada, le nombre de ch\u00f4meurs augmente \u00e0 un rythme sans pr\u00e9c\u00e9dent et on pr\u00e9dit que le taux de ch\u00f4mage demeurera \u00e9lev\u00e9 pendant un certain temps encore. Donc aujourd\u2019hui, nombre de Canadiens d\u00e9couvrent personnellement jusqu\u2019\u00e0 quel point la couverture de l\u2019a.-e. est d\u00e9ficiente.<br \/>\nAu terme de son \u00e9tude, Osberg arrive \u00e0 la conclusion que les ch\u00f4meurs canadiens sont beaucoup moins nombreux \u00e0 toucher des prestations ordinaires d\u2019a.-e. durant la pr\u00e9sente r\u00e9cession qu\u2019ils l\u2019\u00e9taient durant des r\u00e9cessions pass\u00e9es. Maintenant que les Canadiens ont besoin d\u2019un filet de s\u00e9curit\u00e9 sociale, ils sont nombreux \u00e0 apprendre que le filet qui leur est offert est tr\u00e8s mince.<br \/>\nPar rapport \u00e0 la vaste majorit\u00e9 des pays membres de l\u2019OCDE, les prestations de ch\u00f4mage vers\u00e9es au Canada sont tr\u00e8s basses, beaucoup plus basses que la moyenne des pays membres de l\u2019OCDE.<br \/>\nCependant, la r\u00e9action du gouvernement du Canada a \u00e9t\u00e9 d\u00e9cid\u00e9ment ti\u00e8de. Le budget f\u00e9d\u00e9ral de 2009 a tr\u00e8s peu fait pour am\u00e9liorer l\u2019acc\u00e8s, la dur\u00e9e des prestations et les niveaux de remplacement du revenu; en cons\u00e9quence, l\u2019a.-e. au Canada demeure bien en-de\u00e7\u00e0 de la norme de l\u2019OCDE. L\u2019admissibilit\u00e9 et les niveaux de prestations demeurent inchang\u00e9s, tandis que la dur\u00e9e de l\u2019indemnisation n\u2019a \u00e9t\u00e9 augment\u00e9e que d\u2019environ cinq semaines.<br \/>\nL\u2019\u00e9tude conclut que les d\u00e9faillances du r\u00e9gime canadien d\u2019assurance-emploi combin\u00e9es \u00e0 l\u2019affaiblissement des programmes provinciaux d\u2019aide sociale ont men\u00e9 \u00e0 un transfert massif des risques, dont le fardeau est maintenant assum\u00e9 par des familles canadiennes victimes de la r\u00e9cession mondiale. Puisque les personnes \u00e0 faible revenu sont beaucoup plus \u00e0 risque de conna\u00eetre le ch\u00f4mage, ce transfert des risques de r\u00e9cession p\u00e9nalise davantage les Canadiens d\u00e9savantag\u00e9s. Ce risque ne fera que s\u2019intensifier au cours des prochains mois, \u00e0 mesure que ces prestataires \u00e9puisent leur a.-e.<br \/>\nL\u2019\u00e9tude recommande que le r\u00e9gime canadien d\u2019a.-e. fasse l\u2019objet d\u2019une r\u00e9forme. Dans le contexte actuel, les Canadiens ont besoin : [1] d\u2019une attente plausible quant \u00e0 leur admissibilit\u00e9 \u00e0 des prestations de ch\u00f4mage s\u2019ils perdent leur emploi (autrement dit, d\u2019un assouplissement des crit\u00e8res d\u2019admissibilit\u00e9); et [2] d\u2019un filet de s\u00e9curit\u00e9 au cas o\u00f9 la r\u00e9cession se prolongerait plus longtemps que pr\u00e9vu (autrement dit, des prestations de ch\u00f4mage \u00ab de deuxi\u00e8me niveau \u00bb (combin\u00e9es \u00e0 des service de counseling et de recyclage) pour composer avec les probl\u00e8mes d\u2019une longue p\u00e9riode sans emploi). La question pour l\u2019\u00e9conomie politique du Canada si la r\u00e9cession perdure est la suivante : Qu\u2019arrivera-t-il en l\u2019absence d\u2019une telle r\u00e9forme?<br \/>\nDe plus, les syndicats ouvriers, dont les Machinistes, font pression sur le gouvernement f\u00e9d\u00e9ral de modifier le r\u00e9gime d\u2019a.-e. Voici quelques faits en rafale :<br \/>\n\u00c0 la fin des ann\u00e9es 1970 et surtout durant les ann\u00e9es 1990, les gouvernements lib\u00e9ral et conservateur ont resserr\u00e9 les crit\u00e8res d\u2019admissibilit\u00e9 \u00e0 l\u2019a.-e., r\u00e9duit les niveaux des prestations et coup\u00e9 la dur\u00e9e d\u2019admissibilit\u00e9 \u00e0 des prestations.<br \/>\nLa proportion de ch\u00f4meurs touchant des prestations d\u2019a.-e. est pass\u00e9 de 80 % en 1990 \u00e0 seulement 44,5 % en d\u00e9cembre 2008.<br \/>\nPendant que les travailleurs perdaient des droits \u00e0 prestations, l\u2019exc\u00e9dent accumul\u00e9 dans les caisses de l\u2019a.-e. a atteint la somme mirobolante de 57 milliards de dollars en 2008.<br \/>\nUn solide programme d\u2019a.-e. est essentiel pour venir en aide aux sans-emploi \u00e0 la recherche de travail et pour aider \u00e0 contrer les effets d\u2019une longue r\u00e9cession en assurant aux gens un revenu afin qu\u2019ils puissent contribuer \u00e0 leur \u00e9conomie locale.<br \/>\nVoil\u00e0 donc pourquoi nous exigeons que les modifications suivantes soient apport\u00e9es :<br \/>\n1. Admissibilit\u00e9 \u00e0 des prestations d\u2019a.-e. apr\u00e8s 360 heures travaill\u00e9es, et ce, peu importe la r\u00e9gion au Canada.<br \/>\n2. Prolongation de la dur\u00e9e d\u2019admissibilit\u00e9 \u00e0 des prestations \u00e0 50 semaines pour l\u2019ensemble des travailleurs, dans toutes les r\u00e9gions. Ajout d\u2019une ann\u00e9e de prestations \u00ab sp\u00e9ciales \u00bb si le taux de ch\u00f4mage national d\u00e9passe 6,5 % (ces prestations seraient vers\u00e9es \u00e0 m\u00eame les recettes g\u00e9n\u00e9rales du gouvernement f\u00e9d\u00e9ral). Prolongation de la p\u00e9riode de versement de prestations en vertu de la Partie I de la Loi sur l\u2019assurance-emploi pendant qu\u2019un travailleur suit une formation approuv\u00e9e.<br \/>\n3. Augmentation du taux de prestations minimal \u00e0 60 % du salaire r\u00e9gulier et rel\u00e8vement du taux maximal.
