M. Emerson est un dirigeant d&rsquo;entreprise et tous ses conseillers provenaient des milieux d&rsquo;affaires et de l&rsquo;industrie.<\/p>\n<p>Le 25 f&eacute;vrier 2016, le ministre des Transports, Marc Garneau, a d&eacute;pos&eacute; le rapport sur la <em>Loi sur les transports au Canada<\/em> &agrave; la Chambre des communes. Les recommandations formul&eacute;es dans le rapport gravitaient autour de l&rsquo;expansion de la privatisation, de la d&eacute;r&eacute;glementation et de la concurrence dans l&rsquo;industrie des transports.<\/p>\n<p style=\"margin-left:1.0pt;\">L&rsquo;AIM a pris connaissance de ce volumineux rapport de plus de 700&nbsp;pages, qui explique les trois d&eacute;cennies de d&eacute;r&eacute;glementation, de lib&eacute;ralisation et de vente d&rsquo;actifs gouvernementaux. Il porte sur le transport ferroviaire, le transport a&eacute;rien et le transport maritime. Le rapport aborde les besoins en mati&egrave;re de transport dans le Nord, les changements climatiques, l&rsquo;innovation technologique et la gouvernance.<\/p>\n<p style=\"margin-left:1.0pt;\">Cependant, il n&rsquo;aborde aucun enjeu syndical et fait fi des impacts des recommandations sur les membres de l&rsquo;AIM, leurs revenus, leurs conditions de travail et la qualit&eacute; de leur travail.<\/p>\n<p style=\"margin-left:1.0pt;\">Les recommandations mettent l&rsquo;accent sur un accroissement de la lib&eacute;ralisation, l&rsquo;harmonisation r&eacute;glementaire, l&rsquo;&eacute;largissement de l&rsquo;acc&egrave;s aux investissements priv&eacute;s et l&rsquo;intensification des forces concurrentielles. Ce sont tous des facteurs qui sont lourds de cons&eacute;quences n&eacute;gatives pour la main-d&rsquo;&oelig;uvre dans le secteur du transport a&eacute;rien.<\/p>\n<p style=\"margin-left:1.0pt;\"><strong>Voici quelques-unes des recommandations formul&eacute;es dans le rapport&nbsp;:<\/strong> ouvrir les autorit&eacute;s a&eacute;roportuaires du Canada &agrave; la propri&eacute;t&eacute; priv&eacute;e; d&eacute;r&eacute;glementer davantage le transport a&eacute;rien et accro&icirc;tre la propri&eacute;t&eacute; et le contr&ocirc;le &eacute;trangers des lignes a&eacute;riennes.<\/p>\n<p style=\"margin-left:1.0pt;\"><strong>Transport a&eacute;rien <\/strong><\/p>\n<p style=\"margin-left:1.0pt;\">Au milieu des ann&eacute;es 1980, au Canada, ce sont les gouvernements qui &eacute;taient propri&eacute;taires et exploitaient l&rsquo;infrastructure et les fournisseurs de services. De plus, ils r&eacute;glementaient l&rsquo;industrie des transports. En 1985, les gouvernements ont poursuivi la commercialisation, la vente d&rsquo;actifs, la d&eacute;r&eacute;glementation des march&eacute;s et la lib&eacute;ralisation du commerce international.<\/p>\n<p style=\"margin-left:1.0pt;\"><img decoding=\"async\" alt=\"\" src=\"http:\/\/newwordpress.iamaw.ca\/wp-content\/uploads\/air-canada-baggage-handlers(1).jpg\" style=\"width: 320px; height: 200px; float: right; margin: 10px 0px 10px 20px;\" \/>Entre 1986 et 2006, le Canada est pass&eacute; d&rsquo;un syst&egrave;me o&ugrave; le gouvernement &eacute;tait propri&eacute;taire et exer&ccedil;ait le contr&ocirc;le &agrave; un syst&egrave;me ax&eacute; sur les march&eacute;s commerciaux. Cette transformation a d&eacute;but&eacute; par la d&eacute;r&eacute;glementation du march&eacute; int&eacute;rieur des services de transport a&eacute;rien et la privatisation d&rsquo;Air Canada. Elle a eu pour cons&eacute;quences des pertes d&rsquo;emplois, des coupures de services, des faillites, des consolidations et des hausses de prix dans certains march&eacute;s r&eacute;gionaux.<\/p>\n<p style=\"margin-left:1.0pt;\">Suivant la d&eacute;r&eacute;glementation et la privatisation des transporteurs, le gouvernement s&rsquo;est mis &agrave; commercialiser de plus grands a&eacute;roports ainsi que les services de navigation a&eacute;rienne.<\/p>\n<p style=\"margin-left:1.0pt;\">C&rsquo;est notamment durant cette p&eacute;riode que Nav Canada fut cr&eacute;&eacute; comme organisme sans but lucratif charg&eacute; de l&rsquo;exploitation du syst&egrave;me canadien de navigation a&eacute;rienne. La solution propos&eacute;e dans le rapport pour r&eacute;gler ce probl&egrave;me consiste &agrave; cr&eacute;er des a&eacute;roports priv&eacute;s &agrave; but lucratif.<\/p>\n<p style=\"margin-left:1.0pt;\">En regard des mesures d&eacute;crites ci-dessus ayant &eacute;t&eacute; prises par des gouvernements ant&eacute;rieurs, l&rsquo;AIM a clairement pr&eacute;sent&eacute; ses craintes quant aux impacts potentiels que pourraient subir ses membres qui &oelig;uvrent dans l&rsquo;industrie du transport a&eacute;rien. &Agrave; ce jour, la plupart de nos craintes se sont mat&eacute;rialis&eacute;es.<\/p>\n<p style=\"margin-left:1.0pt;\">Le rapport Emerson recommande de passer d&rsquo;ici trois ans &agrave; une structure de capital-actions pour les plus grands a&eacute;roports, moyennant un financement en fonds propres provenant d&rsquo;importants investisseurs institutionnels. Trois options pour la privatisation des grands a&eacute;roports sont d&eacute;crites.<\/p>\n<p style=\"margin-left:1.0pt;\">Une autre recommandation formul&eacute;e dans le rapport propose d&rsquo;&eacute;largir la port&eacute;e des r&egrave;gles de propri&eacute;t&eacute; &eacute;trang&egrave;re parmi les transporteurs a&eacute;riens. &Agrave; l&rsquo;heure actuelle, en vertu d&rsquo;accords de service bilat&eacute;raux, les lignes a&eacute;riennes doivent g&eacute;n&eacute;ralement &ecirc;tre la propri&eacute;t&eacute; majoritaire et sous contr&ocirc;le effectif d&rsquo;une entit&eacute; au sein d&rsquo;un des pays qui est partie &agrave; l&rsquo;accord. La plupart des pays limitent la propri&eacute;t&eacute; &eacute;trang&egrave;re des transporteurs a&eacute;riens &agrave; entre 0 et 49,9&nbsp;% des actions votantes, alors que le Canada &ndash; tout comme les &Eacute;tats-Unis &ndash; impose une limite de 25&nbsp;%.<\/p>\n<p style=\"margin-left:1.0pt;\"><img decoding=\"async\" alt=\"\" src=\"http:\/\/newwordpress.iamaw.ca\/wp-content\/uploads\/maintenance-vehicle.jpg\" style=\"width: 320px; height: 198px; float: left; margin: 10px 20px 10px 0px;\" \/>Le rapport recommande de hausser la limite de propri&eacute;t&eacute; &eacute;trang&egrave;re &agrave; au moins 49&nbsp;% dans le cas des transporteurs a&eacute;riens offrant des services passagers commerciaux et &agrave; 100&nbsp;% dans le cas de transporteurs a&eacute;riens offrant des services de transport de marchandises et des services a&eacute;riens sp&eacute;cialis&eacute;s.<\/p>\n<p style=\"margin-left:1.0pt;\">Le rapport aborde aussi la s&eacute;curit&eacute; dans les a&eacute;roports et le contr&ocirc;le des passagers. Nous courons actuellement le risque d&rsquo;&ecirc;tre confront&eacute;s &agrave; des lignes d&rsquo;attente plus longues si le gouvernement ne bonifie pas les budgets pour tenir compte de l&rsquo;augmentation du nombre de passagers. Au cours des cinq derni&egrave;res ann&eacute;es, ce nombre a augment&eacute; de 21&nbsp;%, alors que le financement n&rsquo;a pas suivi cette augmentation. En moyenne, le nombre de passagers au Canada augmente de 3,5&nbsp;% par ann&eacute;e.<\/p>\n<p style=\"margin-left:1.0pt;\">Les recommandations n&rsquo;abordent pas suffisamment ce probl&egrave;me, et le gouvernement continue d&rsquo;empocher les recettes g&eacute;n&eacute;r&eacute;es de la vente de billets d&rsquo;avion. Nous aimerions que le gouvernement d&eacute;pense toutes les recettes g&eacute;n&eacute;r&eacute;es comme il se doit, notamment pour embaucher un plus grand nombre d&rsquo;agents de contr&ocirc;le pr&eacute;embarquement dans les a&eacute;roports afin de r&eacute;duire les lignes d&rsquo;attente de passagers.<\/p>\n<p style=\"margin-left:1.0pt;\">Le rapport n&rsquo;aborde ni les pr&eacute;occupations ni les craintes des travailleurs du secteur des transports. &Eacute;galement omises du rapport sont les questions de sant&eacute; et de s&eacute;curit&eacute;.<\/p>\n<p style=\"margin-left:1.0pt;\">Fait int&eacute;ressant, plusieurs des recommandations formul&eacute;es dans le rapport sur l&rsquo;examen de la Loi vont &agrave; l&rsquo;encontre de l&rsquo;objectif du gouvernement lib&eacute;ral de &laquo;&nbsp;renforcer la classe moyenne et d&rsquo;aider ceux qui travaillent fort pour en faire partie&nbsp;&raquo;.
